前教育部长马智礼新闻秘书查米尔周三揭露，前教育部副部长张念群经常“绕道”教育部长，直接向财政部长办公室要求拨款，他质疑：“希盟执政22个月，究竟财长直接批下多少拨款给副教长？”

他列举最新例子，财政部以种种藉口削减教育部数十亿令吉拨款，却拨款4亿5000万令吉予他们的“密友”资助电子钱包企业家。

他周三在《透视大马》撰写的评论爆料指，副教长办公室在没有通过马智礼之下，直接致函财政部长的事情，也只有教育部官员知晓。

他表示，希盟执政后可任意成立华小，也无需遵照《联邦宪法》。

“相信大家不会忘记拉曼大学学院的6000万令吉拨款，还有，财长林冠英大方出席槟城恒毅国民型中学二校颁布批文仪式。”
