拉曼教育基金会信托局指出，任何由政府发放，经第三方转交拉大学院的款项，皆不可作为拉大学院配对辅助金用于行政开销之替代拨款。

该局表示，政府提供的配对辅助金，须经教育部范畴内严格的资助程序。

“就联邦政府对拉大学院配对辅助金的契约而言，联邦政府应被视为仍未履行其社会契约义务及拖欠拨款。”

该局是于本周三（4日）的会议后，针对拉曼大学学院（拉大学院）配对辅助金（matching grant）一事发布声明说，根据社会契约，联邦政府有义务每年为拉大学院提供上限为6000万令吉的配对辅助金；政府可向任何其他组织发放拨款而最终惠及拉大学院。
