近130名英国国会议员，包括前港督彭定康，向外相蓝韬文发表联署信，呼吁英联邦国家给予香港居民第2公民身份及居留权。
联署信说，中国最近的言论及行动，表明北京领导层已经脱离基本法规定，对维护香港生活方式的承诺，英联邦国家应该为香港人提供保障，并要求将有关讨论，列入明年在卢旺达举行的英联邦政府领导人会议议程。
目前很多香港居民都持有英国国民（海外）护照（BNO），但不享有英国居留权，蓝韬文日前表明，若果更改规定，可能会破坏“一国两制”。
